Answer:
It is a design decision to not issue Alert #1 - Database unresponsive when Foxhound has
never been able to connect to a target database and collect a sample.
This situation typically arises when Foxhound is attempting to connect for the first time but
cannot because of some problem such as "Specified database not found".
In particular, Foxhound will not issue an Alert #1 unless it can find one of the following:

At least one successful sample recorded earlier for this database,
a "Sampling stopped" condition recorded earlier for this database, or
a "Foxhound stopped" condition recorded earlier.
